SECTION 1 SYSTEM DESCRIPTION

1.1 Fire Alarm System

The Fire Alarm system in the Central Office Building is part of an integrated alarm

control system

1.2 Components of the System

1.2.1 An integrated alarm control system is located in the Main Guard House. Alarm

Sub-panels are located in the Central Office Building and Canteen. In the multi-storey building, mimic panels provide indications of exact location of alarm for

each storey.

1.2.2 Each building is provided with heat detectors, smoke detectors, and manual call

points, hotlines and audible/visible alarms.

1.3 Interlocks

1.3.1 In accordance with the relevant standard, interlocks are provided for the power

supply to elevators, non-fire-fighting electrical systems and air-conditioning

systems

1.3.2 Alarm signals are transmitted from the respective Sub-panel to CC1. The main

panel in CC1 will transmit the signal, as well as the emergency message, to the

Public Announcement / General Alarm system in the related buildings.

1.3.3 Fault-detection: Whenever a fault occurs in the fire alarm system of the

Administration area, the fault signal will be transmitted via the integrated alarm

control system (in the Main Guard House) to CC1.

1.4 Emergency Lights

Emergency lighting and Emergency Exit lights are located in each building.

1.5 Water supply system

1.5.1 The hydrants and sprinklers in the building are supplied from the Low Pressure

fire-fighting water system of the CSPC site. The pressure is automatically

regulated.

1.6 Other fire equipment

1.6.1 Various types and quantities of fire extinguishers are provided in compliance with

requirements.

1.6.2 The entire Administration area is provided with 19 hydrants (diameter 150mm) and

8 fire-engine connections (in case the water supply system fails).

SECTION 2 REGULAR INSPECTION AND MAINTENANCE

2.1 Daily Checks

2.2 Monthly Checks

Monthly checks should cover at least the following:

- 10% of smoke detectors

- 10% of heat detectors

- 20% of manual call points,

- integrated testing of hotlines,

- end-of-line water release for automatic sprinkler systems to ensure proper

functioning of related alarms,

- operation of emergency lighting and emergency exit lights,

- damaged or missing fire extinguishers;

- operation of related interlocked systems

2.3 Annual Checks

- Entire system check for damaged and missing items

- signal checks to ensure normal and accurate

- entire interlocked system operation and signaling check

- integrity check of fire extinguishers

All faults shall be rectified immediately.

2.4

Cleaning of Detectors

Detectors should be cleaned once every two years.

2.5 Abnormal Situations

The shift personnel, followed by requests to the responsible parties to rectify the

faults, would handle abnormal situations with the system

2.6 Evacuation

Occupants of the buildings would be trained in evacuation, as well as operation of

the alarm equipment and extinguishers. Evacuation drill are conducted at least

once a year. Evacuation procedures are described out in a separate document.

SECTION 3 OPERATION TEAMS FOR FIRE ALARM CONTROL

3.1 The fire alarm system of the Central Office building is monitored 24 Hours a day

from CC1. Any particular situations are handled and recorded in the Shift Hand-over log. Results of monthly inspections and annual inspections are recorded and

filed.

Unauthorised persons are not allowed to enter the Fire Alarm Control Room.

Operation Log shall be completed daily

Shift hand-over shall be properly recorded.

Abnormal situations shall be reported to the related persons (e.g. maintenance

contractor) and CSPC Fire Brigade.

系统组成及概况

消防报警系统概况

消防系统包括中央办公楼、中央食堂、技术中心、医疗中心、中央车间、技术仓库、消防站、SS160变电站、中央实验室、更衣室、主门卫和加油站的消防报警系统。

1.2.1 本系统采用控制中心报警控制系统，在主门卫设有1台集中报警控制器；在中央办公楼 (包括中央食堂) 室内均设有区域报警控制器；在多层平面建筑物内（中央办公楼、技术中心、中央车间和技术仓库）均设有楼层显示器；在各建筑物内均设有模拟显示盘，显示相应的报警位置。

1.2.2 本系统在各建筑物内设有感烟探测器、感温探测器、手动报警按钮、消火栓箱内报警按钮、消防电话分机和声光报警器。

1.3 消防设备的联动

1.3.1 本系统对各建筑物内部的电梯、非消防电源、空调主机均按规范要求进行了相应的联动。

1.3.2 对应有广播系统的建筑物，当火灾发生时，火灾报警信号将由该建筑物内的区域报警控制器送至CC1 (“控制中心1”)，再由设在CC1内的总控制器去切换设在CC1的

公共广播系统/总报警系统 (PA/GA) 相对应区域的扬声器，并对该区域进行消防紧急广播

1.3.3 故障报警信号：当行政管理办公区内的消防自动报警系统出现故障时，故障报警信号将由设在主门卫的集中报警控制器送至CC1。

1.4 应急疏散及应急照明系统

在各建筑物均设有应急照明和应急疏散系统。

1.5 消防水系统

设在各建筑物内的消火栓系统和喷淋系统的管网直接与低压给水系统连接，其消防水的补压,依靠设在全厂区的水泵房的压力自动控制。

在整个行政及工业建筑的厂区内共设置了19台DN150的室外消火栓和8台DN150 的消防水泵结合器。

对感烟探测器进行加烟试验，抽检量不少于10%；

对感温探测器进行加温试验，抽检量不少于10%；

对手动报警按钮和消火栓箱内报警按钮进行手动触发试验，抽检量不少于20%；

对消防电话分机应逐一进行通话试验；

对自动喷水灭火系统应进行末端放水试验，检测其相应的报警动作设备运行是否正常；

检查应急照明，安全疏散指示，

移动灭火器等其他消防设施是否有损坏，丢失；

对相应的消防联系设备的动作是否正常。

检查其报警信号是否正常、准确，

试验所有的联动设备的动作情况和反馈信号是否正常、准确

移动灭火器等其他消防设施运行是否正常

对试验不合格的设备必须立即进行修复，使之正常投入运行。

定期对楼内的办公人员进行消防知识培训和消防设备的使用进行培训，以防发生意外不能正确使用；并应定期进行消防演习。

对系统发生意外情况，由值班人员进行紧急处理，然后通知相关单位进行检查修复。

对探测器应每隔两年进行一次清洗，清洗由CSPC消防队送专业的清洗单位完成。

消防控制中心值班制度

消防控制中心应24小时派人值守，并填写相应的交接班情况，对消防设施的运行情况应每天填写相应的记录；并应对所有建筑物的消防设施进行月检、和年检，检测后并应填写相应的检测表格（见附表），并存档保存

严禁其他人员进入消防控制中心。

每天必须填写消防设备设施的运行情况。
